Indo-Pakistani Relations at the Dawn of a New Century Author- Sumit Ganguly Publisher- Cambridge University Press Pages- 184 Price- 1592 In the new millennium India and Pakistan have already spent more years in “non-peace” than they have in peace The peace such as it was lasted just a little over four years An all too brief interlude sandwiched between three years of outright hostility over Kandahar and the fidayeen attack on the Indian parliament and seven years (and still counting) of more hostility over Kabul LoC killings Mumbai Pathankot Uri and now Nagrota Even as you read this India and Pakistan are most likely exchanging red-hot barbs in Amritsar at the Heart of Asia conference or exchanging fire at the Line of Control killing a few more people Forget about India and Pakistan for a second and think of where the world was 16 years ago — even Gmail is barely a dozen years old — and the inability of two 70-year-old countries to get over it becomes all that more egregious Shivshankar Menon’s description of the two countries’ inability to find a modus vivendi as a failure of diplomacy is a gentle understatement What it is in fact is a monumental failure of the human will towards progress At such times international relations theory is like a therapy session It may help understand the failure better though that does not make the failure itself any better and tells you that situation improvement is all in your hands With Deadly Impasse the reader surrenders to an old IR hand who knows the India-Pakistan story like the back of his hand having written several other tomes about it In this volume Sumit Ganguly walks us through events from Kargil to Afghanistan using IR theory to dash all hopes that India can change Pakistan’s conduct but suggests ways in which it can lessen its impact The author who teaches at the Indiana University Bloomington US discusses two propositions in strategic studies — the deterrence model and the spiral model — to show which applies to India-Pakistan relations The deterrence model is one in which one of the two states has hostile intentions towards the other and the other thwarts this by adopting strategies that will increase the cost of hostile actions The spiral model on the other hand is one in which the relationship is governed by a security dilemma in which one state feels vulnerable in its relationship to the other — in this case Pakistan — and needs to be reassured by the other that is India Ganguly sets out to demolish this view of Pakistan as a security-seeking state He presents Pakistan as the “greedy” side of this relationship with its army committed to the national claim over Kashmir and India as the “status quo power” He argues that Pakistan has no security dilemma and is driven plainly by the revisionist claims of its army which is why no Indian attempt to reach out to Pakistan has succeeded To make the best out of what it has for a neighbour Ganguly’s prescription is for India to adopt a policy of “deterrence by denial” — keep your guard up on the LoC and in Kashmir but without appearing to threaten Pakistan; continue with counterinsurgency efforts in Kashmir; beef up intelligence gathering to prevent attacks like Mumbai Where he’s going to set off yowls of protest from India’s new hypernationalist are-you-as-patriotic-as-me citizens is on his other prescriptions: for god’s sake stop looking at Kashmir as a security issue there’s real resentment and alienation on the ground which can only by addressed through the grant of greater autonomy to the state; and also address the alienation among Muslims in the rest of the country Conflict-termination says Ganguly will come when India’s progress leaves such a yawning gap between itself and Pakistan that the latter will cease to matter or when an “exogenous or endogenous” shock changes the pattern of power relations in Pakistan There is nothing to disagree with over Ganguly’s characterisation of the Pakistan army As the Pakistani military affairs writer Ayesha Siddiqa pointed out in her seminal work Military Inc: Inside Pakistan’s Military Economy the Pakistan army has made a business out of its hostility to India and now needs to keep that hostility undiminished in order to remain in business But I am one of those who feels that the conclusions are not as foregone as Ganguly suggests The Pakistan army itself is not a monolith as it is made out to be I am not as ready as Ganguly to dismiss the Pakistani civil society as too insignificant to make a difference either It takes many more risks than its Indian counterparts is more self-critical and more questioning of the certainties it is handed out than Indian civil society is about India Even Ganguly no shrinking violet when it comes to being critical of the Indian state bats away some of India’s conduct usually questioned by Pakistanis such as the takeover of the Siachen heights as a “pre-emptive” move and other criticism as “questionable” Earlier this year Pakistan’s former ambassador to the US Hussain Haqqani told me that one reason for this “deadly impasse” is that Indians and Pakistanis are trapped in “circular arguments” on just about every contentious issue between them He argued that it was time for India to recognise itself as the bigger country With that would come the courage to stop harping on reciprocity and the confidence to reach out to civil society politicians business lobbies in Pakistan That’s actually what is missing in Ganguly’s book the sense that India is all said and done the “bigger country” For all the latest Lifestyle News download Indian Express App More Top News
